I think its because healers arn't allowed in Skirmishes. Because back then you can get que'd with another healer so they made it only DPS/Tank can Queue, you can only queue as a healer in Rated Arenas.

even tho disc is almost hybrid and hes healing through the dmg , yes , its stated as healer so you cant que skirmishes as healer { on retail u can , but on retail there are 3s skirmishes sadly }

You can't queue as a healing spec on 2v2 skirmishes.
