Bug description: Should affect the totems too if they are healing people inside the healing rain. --- http://www.wowdb.com/spells/208777-elemental-rebalancers

Proof: http://imgur.com/VytkZZ2 - as you see here, the healing is not increased after i used healing rain on myself
