[FIXED] [Item] Stormsinger Fulmination Charge

Bug description: I was doing some test over this item, with the heroic version (825, so i don't know if that problems is also for the higher ones), and i notice that sometimes it procs again during it's duration. Checking Mr robot it says that it should have an internal cd of 20 seconds, preventing that. Moreover, if that happens, the first proc isn't modified by the new one. It graphically adds 4-5 seconds (instead of restarting from 0 to 20), and when it return to 1 stack (at 20 secs) it finish, even if the timer is at 5 seconds left.
Proof: It's hard for me to reproduce that :\ sorry

Confirmed, doesnt seem to have an ICD like it should, but please post in the right section next time. Moving this to item related bugs

ICD works perfectly, problem is that pandemic affects the duration of the effect and it should not. Fixed
