Bug description: During this 1 day World Event, Pirate's Day, this npc should sell those 5 costumes that are required for an Achievement, that should be completable during this day, although achievement finder shows that it has been completed by 1 player, 15 days ago.

- Doesn't sell the required items and is not spawned during this day.

Would be nice to get a fix on it today, since we will have to wait another year for it.
