Bug description: Legion Skinning World Quests require skill level 100. They will send you to a specific area where you must acquire a certain number of skins in a certain timeframe before the quest despawns. These quests reward various profession reagents, including Felhide which is only from Felhide quests. If you are sent to harvest quest items, picking those quest nodes will also award skillups.
So the problem is that no World Quest appear on the map, nor if you are physically there even if you wait 20 minutes for the mob you need to kill and skin to appear (http://www.wowhead.com/npc=103675/felhide-gargantuan). Unrelated to this is that skinners should not get herbalism or mining quests but we do.
The Quest should appear every 3 days at random and stay there for 3 days or until completion.
