[API] API_GetItemSpell doesn't return spellID only spellName

Bug description: API_GetItemSpell is broken and not implemented properly. It should return the spellID as well. It only returns the spellName and nothing for spellID.

Proof: try /run print(GetItemSpell(141023)) you only get "Empowering" when you should get "Empowering 228964"
