[FIXED] [COMBATLOG]Missed events ENCOUNTER_START / END

Bug description: Missed two combatlog events is it ENCOUNTER_START and ENCOUNTER_END. Without this events most of addons and simple combatlog recording work awful.

Confirm, These API issues really need to be addressed because the addon community is a big one.
