Maybe its just a stupid mistake but...should the Talent stack with the shoulder's ? not long ago you have a total of 9 seconds of stealth,now its 6.

No, it should not stack. Using vanish together with subterfuge can extend the duration to 9 seconds, but subterfuge itself does not affect mantle buff
