Bug description: Some adds from boss encounters doesn't scale properly even after recent fixes

We were doing Heroic Mode raid in 13-20 man yesterday and there are still some adds that have problems with scalling:

Star augur:
http://www.wowhead.com/npc=104880/thing-that-should-not-be had 270+ million HP in 18-man raid

In this video this add has 212 million HP in 18-man raid

in this video the add has 12 million HP on a 15-man raid

Adds from this encounter also had problems with scalling, but i am not sure about this and i can't remember how much they had, need to check this out too.
