So, this topic and bug posted a long time ago. Gm closed this topics but this Leggy still dont work (https://forum.wow-freakz.com/Legendary-Shackles-of-Bryndaor-t472324.html). Hope it will be fix soon because its legendary item and one of the BIS for blood dk. In video i was at raider dummy, but i tried also in raid, dungeons, mobs and i didnt get 15% runic power at all.

I can confirm that it doesnt work properly . Seems like it's been reverted somehow , it used to work and refund the correct amount of runic power . It would be great to have this legendary functionable again for some encounters where bdk's struggle to gain runic power w/o using ams .
