Bug description: it looks like proc chance stack from every target, if you cast marked shot on 20 vulnerable targets it procs almost on every cast

I can confirm this regarding procs all the time. I've had even 3 procs in 15 seconds(single target).
On AoE, it has higher chances of procing. I'll reject/confirm when I find some proof.

That's not true. It's handled on cast, but it has a remnant of 7.0.3 scripting, when it had a static proc chance (40%). For some reason...
Will convert it to use RPPM as it should. But the issue is not on AoE, it's generally bugged
