[PvE] [Dungeon] Bolstering Affix

Bug description: most of the times after killing one mob bolstering gives 2 stacks of debuff instead of 1 to other mobs

Clearly you can see that 3 mobs are pulled, 1 is dead, and they got 2 stacks of bolster.

Won't mark it as fixed just yet, but I'm fairly confident that I fixed this issue. Please provide feedback after the next restart
