Bug description: it says it heals for 100% ,because siphoning is basically draining /stealing HP
Proof:

784 k dmg in arena with siphon life
618 k healing from siphon life

Rejected. I've tested this in Arenas, World PvP, Battlegrounds, everything and Siphon Life is healing perfectly fine. If you find proof otherwise please make a report with a screenshot or video proof please. Thank you
