Bug description: Damage scale doesnt work at all, just look with low haste and low strenght vs high haste high strengh and same mastery

The dmg doesnt scale at all, and the haste doesnt work either.

It scales correctly with both haste and mastery, and also strength. Please stop inventing bugs:
