Bug description: Haste buff do not affect abilities and their cd at all

Rejected. Tested and your cast times and ticks are being affected by the buff. The increase doesn't show in your stats because it is not a haste increase.

Adding just a bit more info: we tested this on retail, and you are supposed to get movespeed, cast speed, attack speed and cd reduction, but NOT the actual haste (it does not show up on character panel), thus things like Energy Regen for rogues for example are NOT affected. This is intended and blizzlike
