Bug description: It should work on dispells too, but i never once saw it working in bg or arenas on dispells

Proof: It's awkward to test since 6% chance (12% with artifact ability), if someone has the time and patience please post a video or something.

Confirmed. Fatal Echoes should proc from dispels not just when it expires. Next time please show proof or someone else will reject your report.
