Bug description: The issue is that Splitting Ice doesn't work properly with Fingers of Frost proc. If you have fingers of frost active and you cast Ice Lance on a target, first target that will get hit by Ice Lance will take damage with the triple damage increase, but the 2nd target won't take the bonus damage from the proc. This only happens if there are certain yards between the 2 targets(because if they are stacked it works properly), and it seems like the proc goes away when he hits the first target(doesn't matter if it is main target or not) and the 2nd one will not have the damage from proc. It is random this case, but in the most situations it happens, you can see it on proof.
