[Dungeon] Inquisitor Tormentorum's Soul Sap

Bug description: This boss' "Sap Soul" ability should:

1. Affect all abilities, regardless if they have cooldown or not (basic melee abilities like Whirlwind, Shear, Saber Slash are also included, as well as Bloodlust, Rebirth, etc..);
2. Should show the remaining cooldown of the affected abilities (obviously it seems like you are not in "Line of sight" when you try using the affected ability and your character just does an attempt to cast the ability but nothing happens);
3. A player should be able to cast ANY ability in order to get rid of the debuff (As you can see in the video bellow, the player uses Flare).
4. Some spells remove the debuff but do not get increased CD (Blood Boil for example) and this is not correct.

This spell is extremely bugged. In addition, there are passive abilities that remove this debuff but can not point any specific, and whether or not these passive abilities would have an increased CD.
