Bug description: tried skinning a lot of mobs that can give this on skinning, manastalkers included and had no luck getting it, I`m at 651 skinning currently. not saying the quest is bugged but maybe it has a certain skinning level required or something. the item is required to get legion skinning so quite important.

According to freakz database it have 50% drop chance from skinning https://www.wow-freakz.com/npc_finder.php?npc=107746&name=manastalker
but it doesn't drop

Wrong drop percent for that item quest, wowhead database says 15% is the right drop.

By the way never dropped all time i've skinned here.
Need fix that.
