Why is windwool cloth so rare?

So I have been farming cloth for tailoring and I've noticed something strange with windwool cloth. The cloths you get from Vanilla-Cata content is fine, but as soon as I started farming MoP cloth it went downhill. I remember back in the MoP server you would get windwool from nearly every single mob, but in Legion I have to kill like 5 humanoids to get like even 3 cloth. I tried instances which I remember gave a lot of cloth in MoP, but in Legion, the mobs in instances don't seem to drop cloth at all. Why is windwool so extremely rare in Legion?
