Bug description: The NPC "Felcaller Whitley" does not drop the "Fel Cipher" quest item.

Abandon quest > delete wow cache and redo it

There is a script that blocks me from abandoning the quest. Deleted the cache folder but with no result, the quest item still does not drop.
