Bug description: Archmage Allstarj is not spawned anywhere.
Proof: Check NPC script on site and it will tell you there are 0 spawns of him.

But for the quest you linked you don't Archmage Allstarj. You can just pick up the quest item from the Serpent's Coil in the Blasted Lands.

The quest Uniting the Shattered Amulet where you have to kill Archmage Allstarj has no one completed. It's probably because Archmage Allstarj isn't spawned anywhere.
