Bug description: Basically to get this appearance you had to obtain, 2 Bindings of the Windseeker which is do-able but here is where the problem comes in the next item you need is 10x Infernal Brimstones but Infernal Brimstone world quests do not spawn anymore making those brimstones unobtainable making that hidden artifact unobtainable.
Proof: https://www.wow-freakz.com/quest_helper.php?quest=41484&&name=brimstone-destroyer this is as much as I can give proof wise but this world quest never spawns anymore which is the only way to get the required Infernal Brimstones.

How are you so sure that it's not obtainable in game?, I have seen a lot of Outlaw rogues with that hidden appearance, have you asked any rogue at all if its obtainable or not?

Since there are many WQ it has a chance to be active. No problem with the WQ

Its even active today
