Bug description: Freakz database says the NPC is spawned but he is not, and using /target does nothing, and there is a Freakz Leveling Chest in his place.
Proof: NPC should be HERE .

Confirmed.

NPC can't be found at the place where it supposed to be. Also there is no NPC when you loot Freakz's Chest.
