This quest was marked obsolete by Blizzard and cannot be obtained or completed.

You do understand what does "obtained" mean? I can obtain it, just can't complete.

PS.
I found out that it was removed in patch 7.0.3 - since we have 7.1.5 I'd suggest just removing this quest from NPC

I do understand what "obtained" means. I've just copied the first sentence from WoW-Head, because you wrote "can't complete". The only bug here is that you can take the quest.
