Bug description: This quest should be before the one where you have to kill Avalanchion, but it's after that, and you can't start the ritual

Confirmed. You are allowed to skip this one when you should not be. The dialogue option for starting the ritual (which basically is a free transport next to Avalanchion) is not present, and thus cannot be completed. (do keep in mind that if you make the transport work, the quest should be turned in via the quest log instead of the NPC, and you receive the Avalanchion quest straight after automatically).
