Bug description: The NPC does not give the quest. Probably it has wrong requirement settings (should be :Ally, level >=1, Blacksmithing >=30). I already tried multiple times relogging/deleting cache/etc.

Note: The quest was deemed "fixed" since more than 1 month, but obviously it isn't.
