[FIXED] Arena Spectate not showing all groups

Bug description: The bug is still there, this guys are in a rated arena in Nagrand Arena (not a legion arena) , and you can't see them at the spectate npc.

He fixed it once but is still bugged. Should have priority is like that since the first day of the legion. People are not doing arenas because that npc shows all the time 0 arenas. It kills the pvp.
