Bug description: Fracture Damage is way to low , tested it on boss and raid , it is supposed to be modified by attack power even the tooltip says it 350k damage and it hits for an avarage of 100k making Veng DH do low dps
Proof: Tested it on dummy , you can test yourself

My tooltip says 160k damage, it dealt a total of 53484+55652 = 109136 damage. Since the dummy has around 30% (a bit more, but for the sake of simplicity), it reduces the incoming damage.
160 * 0.7 = 112k damage.

It deals just as much as it should (don't forget that it's also based on weapon damage, which deals random damage between your min attack damage and max attack damage).

Also it scales with every modifier as it should. Please bring solid proof next time
