This one you should kill https://www.wow-freakz.com/npc_finder.php?npc=106042&&name=kalazzius-the-guileful it's 100% drop chance if you kill him and he don't drop, make report again, you giving useless information and proofs.

Rejected. As you can see under "Dropped by", the NPC that drops the item is not the one you were killing. Also, proof that it does drop.
