Convergence of Fates vs. Ret Paladin. not working as it should

Bug description: Hello, I was farming this item for a couple of months untill I finally obtained it, I was testing it with dummies and bosses and it seems something is not right, as stated in the item description from the wow freakz website the Convergence of Fates should reduce the cd of Crusade at a ratio of 4.200 RPPM (Retribution Paladin); but in reality it barely reduces the cd by 10 secs per cycle (each cycle has a duration of 2 mins)

Proof: I tested it with the faulty countermeasure equipped, Crusade has 2 mins of cd and FCM 2 mins too, therefore, the difference between both abilities would be the reduced cooldown total provided by the Convergence of fates effect which was in total 10 seconds, meaning that it only proc 2 times in total which in my opinion is very low for a cycle which duration is 2 mins, having a RPPM of 4.200 For Retribution Paladins.

I feel quite frustated with this situation because I spent so much time farming elisande, rerolling, etc.

It's not listed on site, however some talents change appm of spells. Crusade is one of them, appm is 1,5.
