Cant get abandoned Quest

I accidentaly abandoned this quest https://www.wowhead.com/quest=38789/rethus-journal and i tried going back to the NPC in Highmountain, cant get the quest anymore. Tried all related NPCs around, no exclamation point above. Anyone knows what should i do?

Thank you for the reply Tadashi, I mean i never had the item, never looted it ever since. I just got the quest and i accidentally abandoned it. I just really need to get the quest back.
