Bug description: I can not seem the get the quest item that drops from the boss

I also made sure that the party was NOT in a raid group and the other people in the group also did not get the quest item.
When I asked about this in my guild chat they told me that you could not get it and that I would have a much higher chance to get it by writing a forums post.
On the website it also says that it should be 100% drop rate IF you have the quest and still I have never gotten it.
