Bug description: The npc i'm supposed to talk to is missing, i've looked through the whole area where she's supposed to be and she's not there, i tried to track her with a macro and it didn't work

It looks like you're in the correct location based on your screenshot.

Please exit the game navigate to your wow folder, delete the "Cache" folder. If the issue continues abandon the quest then retake it and try again.

Yeah, abandoned, logged out and deleted the cache

The problem is that you abandon it, and script continue or stopped exactly where you left it(abandon quest), so you got probably updated phasing or npc got updated phasing and you are not anymore in same phase group with npc(unfortunately script doesn't have restart detection when player abandon quest).
So gm should or update your phase id with npc or force you to autocomplete quest. @coldplayer22
