[DUPLICATE] Can't finish quest: the pearlfin situation

Posting a previous post because this bug is currently affecting me.

Bug description:
Objectives:
Speak to Elder Lusshan, Pearlkeeper Fujin, Instructor Sharpfin, and Ot-Temmdo at Pearlfin Village.
» Speak to Pearlkeeper Fujin
» Speak to Watersmith Ot-Temmdo
» Speak to Instructor Sharpfin
» Speak to Elder Lusshan
I cannot complete the quest because when i speak to Elder Lussan it does not count it towards the quest.

Adding on. I cleared my cache trying to fix this based on previous solutions posted.

I cannot complete the quest either. Speaking to Elder Lussan does not register and the quest cannot be completed.

Hello, this quest still cannot be completed. Could you, please, fix this when you buy all your christmas gifts? (As the main post says, clearing cache does not help)
