Bug Description:
When you start casting Ray of Frost out of combat, it does not go on cooldown.

Proof: tooltip doesn't say anything, nothing on the web says it shouldn't go on CD.

In the first 10 seconds it should not go on CD, it does after

Ok... if you recast it at the 9.99999th second of the cast, you can still do a full cast. That doesn't exactly seem appropriate.

True, cast should be interrupted when that runs out... It was like that on 7.1.5, blizzard for some reason changed the entire mechanic behind it Thinking
