Bug Description:

Besides the legendary giving a passive, flat 2% haste increase, it also gives a 2% increase to the amount of haste you have from gear.

haste is NOT additive, but multiplicative.
you have 11.05% haste, so:

1 * 1.1105 = 1.1105

You add the 2% increase from sephuz: 1.1105*1.02=1.1327 = 13.27% haste.
