Bug Description: Tooltip states that when you proc Sephuz you should get 70% increase on your movement speed and 25% increase on haste, but instead you get 60% and 23%.

It gives you 10% base and 2% base.
When it procs, it gives you 60% and 23%. Totaling 70% and 25% -
