Bug description: It increase max charges of Fire Blast up to 4, but doesn't refund charge when it's used on enemies not affected by Ignite.

Confirmed.

Using Fire Blast on a target not affected by Ignite should refund a charge, if you have the Flare Up honor talent selected.
