WoW doesnt open but in task manager/takes a long time 'cant connect to data source'

I read and did everything shown in this forum and google except from reinstalling to windows 7 anybody fixed this without reinstalling win 7? just started appearing in this 7.2.5 patch.
7.1 was fine. Nothing happened and no files were edited. Windows 10 did not update either. It just appeared randomly. And yes I have updated and already played in 7.2.5 for like 3 days straight.

Things I did;

restarted router
restarted pc
downloaded the config file
downloaded new launcher
downloaded the new torrent (yes the whole game from ur site)
use other dns
used vpn
did try safe mode
safe mode with networking
system restore

cant downgrade to windows 7 rn for many reasons.
