[REJECTED] [Druid][Balance] 2p ToS Bonus Not Working

Bug description: The T20 should have increased the critical damage of starsurges by 30%, however it's only a 15% increase, just as the old T19 4p bonus. With 81% mastery and 7% versatility and without any tier set bonuses, critical starsurges did 1.34M. However, with only the 2p T20 bonus, critical starsurges did 1.55M. Instead of 30% (0.4M), we only have a 15% (0.2M) increase.
The following screenshots were taken with my dots still on the dummy, so there was no item swap. The first photo has no bonuses, while the second one has the 2p T20. For comparison, I did some tests with the T19 4p bonus (https://www.wow-freakz.com/spells.php?spell=211104&name=item-druid-t19-balance-4p-bonus) which gave a 15% increase.
Therefore, the 2p ToS does the same damage as the 4p NH bonus when comparing critical damage, instead of doing double the damage.
