[FIXED] [Quest] Where Dragons Rule not completing.

Bug description:

I tried to do this quest along with a couple of other players and it will not complete.

I am flown up the mountain but when I speak to Thymjaris the continue button is greyed out.

I tried relogging after dropping the quest as did another player, we both also tried clearing our caches but still no go.

This is stopping progression for the stormheim zone and preventing players from getting friendly reputation with the valajah as you cannont move on to other chains in the zone without completing this one.
