Bug description: New players cant unlock emmisary quests because cant begin quests in Stormheim. While doing QUEST CHAIN for unlocking EMMISARY QUEST'S "The Windrunner's Fate" (Find Dread-Captain Tattersail 0/1), we cannot finish it because during clicking npc nothing happen. Please fix it as soon as can -
