Jarod still does not move. Quest can not be alternatively completed by talking to him in the vault.

Thank you. I managed to get him to move. He was in the village (where I tried) but seems after a server restart I got the quest to complete. All good now - I managed to get my achievement and could carry on!

I can't complete this quest because it's is not possible to turn it to this NPC at the Heroes' Rest and sometimes when 'ride' really activates mount is dropping you into textures (going into a mountain like https://imgur.com/a/hRwGF4U)
(if you leave the mount before the drop or survive it quest still cannot be turned in)

I need this quest to pathfinder, It will be great to fly in this month

Abandon and retake the quest, it works.
