Bug description: Quest giver dosen't have Fate Sealed

one of my friends said to me that he completed a quest chain that has 3 quests and each quest gives seal of broken fate but when he take me to there i didn't had quest on her and i still can't get it.
i'm on chapter 8 of the broken shore
