[FIXED] [Death Knight][Blood] Dancing Rune Weapon + Heart Strike

Bug description: My previous bug report on the same topic was deleted saying it was working correctly, but from my further testing and research it is definitely not working correctly so I'm making this post again with all the necessary proof.
The bug is: when you have Dancing Rune Weapon active, the "Generates 5 bonus Runic Power" part of Heart Strike should proc additional times. Currently it does not.
Below i linked a video of a Blood DK POV in Mythic ToS filmed on July 3rd 2017. I have checked on official WOW News site for all hotfixes and patch notes and there was not a single change made to Blood DK since the video was made till the end of patch 7.2.5 which means it should work the same in that video and on this server. You can see in the video on 00:22 time he uses HS with DRW active and goes 35RP - 61RP. Which accounts to 25 RP form HS and 1RP form standing in Death and Decay.
