Bug description: The proc rate is not afected by the haste.

The 4p is not working either. Stood @ dummy for 400m, never got a proc.

Haste scaling works as intended. The spell has 0.65RPPM, so it procs around ONCE per TWO minutes without haste. Even if you'd have 100% haste uptime, it would proc around once per minute. The haste scaling works perfectly as you can see. The 4P bonus has a completely different mechanic, please do not compare to this, I will fix that soon
