Bug description: There is no NPC, which should give you the quest - i.e. Vanthir (https://www.wow-freakz.com/npc_finder.php?npc=107598&name=vanthir) - according to wowhead - https://www.wowhead.com/quest=43569/arluins-request.
And if it is not available to do this qst, it is impossible to start Suramar Chapter: Insurrection

Proof: https://ctrlv.cz/L87h, NPC is not here - he was here, but after termination the achievement - good suramaritan he is already not here, he should be in Shal Aran, but he is not also there (https://ctrlv.cz/Hsnf).

It's a known issue. Whole questline hasn't been scripted yet, devs have finished the Good Suramaritan not so long ago, then there were class campaigns and now they're dealing with new patch issues.
