[REJECTED] [Broken Shore] Some elites do not spawn

Bug description: These npc do not spawn or got longer respawn time than written at npc finder. On both I waited 12 minutes standing almost perfectly on coordinates. Nothing happened.

By the way - these elites i mentioned with links got their status alive in npc finder for all the time. Even if they r not spawned. For example this elite is working good:

and was marked dead after I killed him.

The NPC finder doesn't always show the correct data for "pooled" spawns, like the rare elites on the Broken Shore.
