Bug description: The helm also reduces Agony's base duration from 18s to 16.4 when equipped (which it shouldn't).
Proof: Easy to test.

Confirmed, it shouldn't decrease the duration (wich is a dps loss, because you have to refresh Agony sooner, therefore, more GCDs are wasted refreshing dots).
